Introduction:
Technical Consulting Group ("TCG") was founded on January, 1983 by José A. Martí P.E. to provide industrial, governmental and commercial clients with consulting and project management services in technical areas. The firm concentrates on environmental science and engineering projects, with significant capabilities and experience in planning, air, water, solid and hazardous wastes, toxics and cross-media issues. However, we have capabilities (using in-house personnel or consultants) to work in all basic engineering disciplines, as well as in architecture and planning. Working arrangements with local and international consultants, enable the firm to supplement internal resources for major or complex projects, as may be required. We can also offer total turnkey (design-build-operate) services for selected projects, principally in the environmental field or industrial fields.
Approach to Practice
In our environmental practice, we look beyond the verbatim interpretation of laws and regulations, and center our approach on correct application of the fundamental engineering and scientific principles on which the laws or regulations are based. We strongly emphasize the areas of interaction between science, engineering, laws and regulations. As a result, we often are retained to provide technical and scientific support to attorneys engaged in environmental disputes and in major transactions of operating facilities and real estate. Our capability to address regulatory, engineering and scientific issues in an integrated, holistic, manner has led to assignments where we have assisted agencies in the development of regulations, and to other assignments where we have assessed the impacts of proposed regulations on society and the environment.
Our total turnkey (design-build-operate) services are geared towards offering a sole-source, integrated solution to clients with a maximum of cost and time efficiency. Although we concentrate in the environmental field, we can offer these services for conventional commercial, government and institutional projects.

We have been involved in literally hundreds of assignments, covering all areas of environmental engineering, as well as many of the traditional engineering disciplines. However, the following key points can provide an idea of our unique capabilities:
| Our experience in ocean discharge impact assessment and mixing zone definition in Puerto Rico, surpasses that of any other firm, local or international. We are presently involved in the first ocean outfall project in Argentina. |
| We have recently designed the first sequential batch reactor treatment (SBR) plant for the Puerto Rico Aqueduct and Sewer Authority, and are involved in the design of two AWT plants using the same process. Work was performed entirely in Puerto Rico by TCG's regular staff with no outside consultants. |
| We are one of the very few consulting firms capable of providing water quality modeling services in Puerto Rico using local resources. | |
| Our experience in air quality covers all types of industries and utilities and ranges from simple permit applications to Federal Title V and PSD permits and major source testing. | |
| We are the acknowledged authority in work related to the Puerto Rico Aqueduct and Sewer Authority (PRASA) industrial pretreatment and surcharge regulations, having been involved in over 50 assignments to date. We were engaged by the PRASA/Puerto Rico Manufacturers Association joint committee to be the principal consultants for the revision of the PRASA pretreatment regulations in 1993-94. This work led to a book on the technical aspects of non-domestic sewer discharges, which is in preparation for a major Mainland technical publisher. | |

| In association with a related firm, we operate a dedicated treatability laboratory, with capabilities to conduct bench and pilot scale testing on any liquid effluent, using any type of process. Over 12 major treatability or pilot studies for complex industrial effluents (including some never successfully treated before) have been conducted since 1989. | |
